Rev. Mark Ruoff
Mark is the Vicar of St. Philip and St. James’ Church, affectionately known as Pip & Jim’s. Passionate about seeing lives transformed by the love of Jesus, Mark leads the church with a heart for worship, discipleship, and community. He enjoys walking alongside people at every stage of their faith journey and is committed to seeing the Spirit move powerfully in Ilfracombe and beyond. Outside of church, Mark loves exploring North Devon’s beautiful coastline and spending time with his family.

Associate Vicar Tandy Ruoff
Tandy serves as Associate Vicar at St. Philip and St. James’ (Pip & Jim’s) and brings a deep passion for helping people of all ages encounter Jesus - especially children. She loves creating spaces where young people can explore faith, feel valued, and discover God’s love in ways that make sense to them. Alongside her focus on children’s ministry, Tandy is committed to building community, encouraging others in their spiritual gifts, and supporting the church’s vision to see North Devon transformed by the power of the Holy Spirit.

Christie-Anne & Graeme
Christie-Anne McKay and Graeme Towell serve as Church Wardens at Pip & Jim’s, faithfully supporting the life and mission of St. Philip and St. James’. They play a vital role in caring for the church community and building, ensuring everything runs smoothly so the church can be a welcoming and safe place for all. Both passionate about seeing Pip & Jim’s grow in faith and impact, they love walking alongside others, offering practical support and a listening ear whenever it’s needed.

Shula Mason
Church Administrator
Shula warmly supports the life of Pip & Jim’s by managing church communications, coordinating events, and helping people connect with what’s going on. She’s passionate about serving the church family and wider community, always ready to answer questions and offer a friendly welcome.

Youth Leaders
Chris and Emma are a married couple who lead our youth ministry with passion and heart along side Campbell and the team. Together they’re dedicated to helping young adults encounter God in real and personal ways, creating spaces where faith can grow authentically. The team love walking alongside the next generation, encouraging them to discover their unique gifts and live out their calling. -
P.C.C Team
The PCC is the elected leadership team that works alongside the vicar to prayerfully guide the life and mission of the church. It represents the whole church family, helping to shape vision, make decisions, and steward resources responsibly. The PCC also cares for the church’s buildings and finances, supports ministry and outreach, and ensures we are fulfilling our call to love God, love one another, and serve our community.
